In Turbo Man's stage, use the Rush Search on the street lights above the Rocket Punch street lights and Rush will face right and alert you. Go through the ladder and the wall on the right. (This secret room is exactly one screen above the location of the Rocket Punch). Defeat Proto Man again. Now, go to Shade Man's stage and enter the secret room; if you met Proto Man in the previous two locations, you will once again be tested. Defeat him and you will receive the shield.
